Securitization, International Cooperation and Dynamic Development of International Norms

Abstract

With the rapid development of globalization and acceleration of global power transition, global governance and relevant international institutions and international norms have become the focuses in international competition. It is worthwhile to further discuss on how to facilitate international cooperation and bring about dynamic development of international norms through securitization. This paper argues that to achieve the success of securitization, two conditions are indispensable. The first is to describe logically the threat- agent as "existential threat" fromcause and effect, temporal, and moral dimensions; the second is the recognition by the audience of the securitization rhetoric through the lens of focus events and the mass media. With international society as its referent objective and non- state actor as its threat- agent, it will be easier for a successful securitization to bring about international cooperation and dynamic, development of international norms. However, this also contains a big risk of securitization of the other. As a participant, constructor, and maintainer of international system, China will participate in international cooperation and the building of international norms more actively. The most important thing in this process, however,is how to take the initiatives when China takes part in international cooperation and in the creation, maintenance, and/or revision of international norms. This study will provide some points for thought in this respect.
