The Adjustments of U.S. Cybersecurity Strategy and the Building of China-U.S. New Model of Major-Country Relationship

Abstract

Snowden leaks triggered wide criticism and questioning on U.S. cybersecurity strategy in domestic and international communities. The Obama administration adjusted the range and the acquisition mode of the cyber intelligence activities and actively sought the understanding and support of the domestic and the international communities. These adjustments include emphasizing the protection of cybersecurity of the private sectors, promoting cybersecurity information sharing between the government and enterprises, broadening the applications of juridical and economic measures, establishing code for international conducts in cyberspace, and promoting cooperation in cyber security among allies and partners. These adjustments indicate regulating and containing China, so China should handle cyber issues in the framework of China-U.S. New Model of Major-Country Relationship, to create an atmosphere of cooperation and win-win, to set effective agenda, and to actively guide the China-U.S. cybersecurity relations.
