Abstract
As an important part of "smart power" diplomacy of the Obama administration, the U. S. Internet diplomacy has taken shape in the U. S. foreign policy practice. The "21st century statecraft" and the "Internet freedom" are the two major focuses of the current U. S. Internet diplomacy, representing the fusion of the Internet and U. S. foreign policy in both technology and political orientation. From the technical perspective, it means the extensive use of Internet in U. S. foreign affairs. From the political dimension, the administration is trying to use Internet to promote the reconstruction of the U. S. diplomacy in both form and content. The U. S. Internet diplomacy has its historical origin and reality foundation and is part of the transformation of its foreign policy. The Internet diplomacy in general helps the U. S. to implement its foreign policy, but its effectiveness in promoting the smart power diplomacy is still facing many difficulties.
