Modern Diplomacy and the Trend of Democratization

Abstract

Since the establishment of the Westphalia System, modern diplomacy had long been dominated by political elites. Foreign affairs were such a highly sensitive area that the public had nearly no way of participation. However, afterthe end of World War I, opening up became an irresistible historical trend formodern diplomacy. Now, promoted by modernization, globalization and informational revolution, modern deplomacy are oriented towards the democratization process. Therefore, the diplomatic transformation in the era of globalization will gradually become an important project for each country, and modern diplomacy will increasingly take on the new form of coordination between professional and non-professional diplomacy.
