The "Stag Hunt" Game and It's Implication to Global Governance

Abstract

Nowadays , global governance is facing great challenges , not only including the problems that have been fully discussed such as free ride or relative gains , but also the“stag hunt”fable that Rousseau has probed into. Rousseaups fable indicates that given international anarchy , there exists great possibility of violating collective agreements. The ethical reason lies in the fundamental conflict between the two types of ethics : self-preservation vs. self2overcoming. In the process of realizing global governance, there are so many examples of“stag hunt”game. The pursuit of absolute security , state terrorism , the proliferation of WMD , and the frustration of global environmental protection , are only several notorious cases. To overcome the“stag hunt”game and realize global governance, humanity must keep the ethics of self2overcoming as the first choice and transform hierarchical governance to governance by network.
