Abstract
Sine the September 11th incident , great attention has been attached to public diplomacy , and more and more academic books and policy plans focusing on public diplomacy have been published. However , public diplomacy is nothing new in the United States. During the Cold War era , public diplomacy was already an important part of the containment strategy. With an examination of concept of public diplomacy , and its characteristics and value , this paper holds that public diplomacy embodies attendency of transition of diplomatic ideas in the 21st century , and , therefore , deserves great attention.
