World Economics and Politics, No.4, 2003

Abstract

“Public diplom acy”is a new form of diplomacy arising from the U.S. self-examination over the 9.11 terrorist at tack and its foreign policy making;it is aimed at solving the problem of“why the world hates the United States?”It differs from both“public affairs,”and even more so from“traditional diplomacy”or“civil diplomacy. ”“Public diplomacy”engages the public audience as it s recipient body, that is, between the government and the foreign people, while“traditional diplomacy”and“civil diplom acy, ”which are the second and third condu its to diplomacy, engage the public as their main body. The study of“public diplomacy”and the self-examination over U. S. fo reign policy will help us to understand the new changes in U.S. diplomacy and will in spire our country to build a national image after China’s entry in to the WTO.
