Abstract
This article analyzes the reasons why the U. S. Congress overwhelmingly approved Formosa Resol ution during the Taiwan St rait conf rontation of 1954-55 : the anti-Communist atmosphere caused by the Cold War ,McCarthyism and the Korea War , both Eisenhower and Dulles made effort s to maintain strong bipartisan support in Congress ; Some Congressmen prudently stood by the president , etc. The passage of the resolution had the result of further loss of power balance between President-Congress relations.
