Introduction

   Cyberspace eliminates physical distance between countries, increases the frequency of interactions between actors, and makes the world more connected. Nevertheless, it is often a trouble spot in international relations. It can increase the frequency of conflicts between countries, reduce the degree of mutual trust, and exacerbate national insecurity. Cybersecurity cooperation is affected by bilateral and multilateral relations. As a result, it faces challenges in terms of the cooperation dilemma. Studying the dilemma of cybersecurity cooperation is important for promoting bilateral security cooperation, exploring a benign cooperation model among major powers, and establishing an international cybersecurity cooperation mechanism.
