【Abstract】The strategic competition between China and the United States is intensif-ying． The United States regards high-tech export control as an important policy to winstrategic competition with China． However， through the analysis of Sino-US bilateralhigh-tech products trade，Sino-US high-tech trade still continues，and even increasesin some areas． On the whole，the US economic strategy towards China has been see-king a balance between the security logic and the development logic． Under the jointinfluence of the two logics，four factors ( the threat，mutual benefit，substitution andautonomy) shape the policy choice of the US technology export control on China． Al-though the threat plays a primary role in the US decision on the export control oftechnology on China，the mutual benefit between China and the United States in thetrade of high-tech products，the substitution of high-tech products imported from abroadby China and the increasing autonomy of China in the relevant technology fields haverestrained the impulse of the United States to restrict the export of high-tech productsto China on a large scale．【Key Words 】Sino-US economic relations， strategic competition， trade in high-techproducts，technology export control，semiconductor industry chains【Authors】Song Guoyou， Professor and Ph． D． Supervisor at the Center for AmericanStudies，Fudan University; Zhang Jiteng，Ph． D． Candidate at School of InternationalＲelations and Public Affairs，Fudan University．
