Supply chain security has become a strategic issue for U. S. domesticand foreign affairs. The shock of the Covid⁃19 pandemic on global supplychains and its subsequent risks for the U.S. supply chains seem to be a trig⁃ger; the hegemonic concern aroused by Sino⁃U.S. industrial and technologi⁃cal competition is at the root. Correspondingly, the Biden Administration'snational supply chain security strategy is a new exploration aimed at main⁃taining the U. S. hegemony. Beginning with previous scholarship in supplychain security and the interactive logic of the U. S. domestic and foreignpolicies, this paper establishes a theoretical framework of analytic eclecti⁃cism integrating the dual logic of domestic and foreign affairs to discuss thenational supply chain security strategy. The features of this strategy includestate capitalism, populism, pseudo⁃multilateralism, and the securitizationand ideologicalization of supply chains. The national supply chain securitystrategy not only impacts global supply chain system, but also acceleratesthe process of anti⁃globalization and intensifies Sino⁃U.S. competition. It isworth noting that several structural contradictions, such as domestic eco⁃nomic strains, political polarization, tensions within coalitions and the dis⁃tribution of industry⁃technology⁃related skills, still prohibit the implementa⁃tion of the U.S. supply chain security strategy. It remains unclear whetherthis strategy works fairly in rivaling China in the future.
