Abstract: The Biden administration views the South China Sea as a consequential arena of US-China strategic compe-tition and formulates its South China Sea policy accordingly from the perspectives of US-China strategic competition and A-merica's Indo -Pacific strategy. The Biden administration implements its South China Sea policy simultaneously from thepower,rules,and order dimensions,by means of increasing the U.S. military presence in and around the South China Sea,writing and maintaining the American style maritime rules,and shaping the emerging regional maritime order favorable to itsinterests. In doing so,the Biden administration hopes to maintain the U.S. maritime hegemony and to shape the strategic en-vironment in which China operates its foreign relations.
