Abstract: The power transition between China and the United States is rapidly unfolding amidst technological transformations. The narrowing gap between the two nations in the new wave of technology diffusion has sparked fears of the decline of the U.S. hegemony. The U.S. perceives technology as the core of the strategic competition with China and has initiated a tech-war against China, aiming to sustain its hegemony. This tech war encompasses a broader range of competitive fields, focusing on applied technologies and research, with a competition logic that leans more towards national security. The core of this competition includes technological dominance and standards-setting. Within this strategy, the U.S. is applying defensive tactics by integrating technology innovation systemand promoting competitive advantage to bolster its own technological capabilities. Regarding offensive tactics, it is extending traditional war strategies such as attrition, denial, punishment, and risk to comprehensively curb China's technological development. The ultimate goal is to maintain and widen the technological gap between China and the U.S., thereby preserving and consolidating U.S. hegemony and its leadership. The tech-war strategy to maintain hegemony will have significant negative impacts. China should actively respond to the pressures of this strategy in order to promote stable U.S.-China relations and a healthy global technological order.
