Abstract
The solution to global public problems depends on the effective supply of global public goods. When the global supply of data protection public goods is insufficient, the regional path can provide an alternative option. The experience of the EU data protection has demonstrated the effectiveness of regional supply of public goods. It can promote the smooth development of regional cooperation from the institutional level, effectively respond to the externalities of regional public goods, ensure the implementation of regional cooperation incentive mechanisms, and better promote the spillover of the functional collaboration. It also can respond more quickly at the regional level, and provide stronger protection for cross-regional transactions.
