The Origin of and the Solution to China-U.S. Economic Cyber Espionage Dispute

Abatract

The economic cyber espionage dispute between China and the U.S. roots in the deep integration of the cyberspace developing and the economic & social running, the structural contradiction between China and U.S. cyber strategies, and the competition in the security and development interests of the two countries. U.S. raising the economic cyber espionage dispute shows its ideology of seeking absolute national security and cybersecurity, and its intention of balancing the China's growing strength. Along with the better understanding of cyberscurity and continuing collision of bilateral cyber policies, the two governments shared the willingness to control differences, reached the consensus of the commitment of no engaging in and no supporting economic cyber espionage activities. The rising competition in China-U.S. relationships caused frequent struggles in the control over the cyberspace and the discourse right in cyber governance; thus, the cyber disputes concerning economic competition and security contest will emerge continually. In the future, whether China and the U.S. can effectively control their differences in this issue and avoid the consequent conflicts, is determined by the two major cyber powers’ mutually shaping their notions of cyber strategy, compromising the national interests in cyberspace , and promoting the pragmatic cooperation in cybersecurity.
