Abstract
Cyberterrorism originates from the interaction of two major trends: the integration of cyberspace and the running of world economy and society, and the evolution of international terrorism. Current cyberterrorism mainly appears as cyber-enabled supporting activities to spread terrorism ideology, to recruit members, to share terror information and to teach terror attack skills. As to the Belt and Road cooperation, the cyberterrorism means promoting the development of regional terrorism, hindering the interconnection of information infrastructure, and undermining the social basis of the Belt and Road cooperation. Encouraging the cooperation of counterterrorism and cybersecurity can promote the appeal of the Belt and Road initiative in ensuring the common security, secure the successful establishment of the Belt and Road cooperation projects, and prevent the rising of terrorism in cyberspace. As the initiative proposer, China can create consensus and enhance the policy coordination and institutional cooperation in countering cyberterrorism, through regional counterterrorism and cybersecurity cooperation.
