Pan Rui, Lou Yaping

Peace, Development, No.3, 2008

Abstract

The foreign aid policy is one of the core elements of the U.S. foreign policies and an important instrument for the U.S. to achieve its national strategy. National interests is the primary driving force behind the U.S. foreign aid. Besides the influence from Interest Groups, individual knowledge, ability, value, personality and partisan characteristics will play their role in determining the orientation of U.S. national interests as well as the its foreign aid policy. Only when the three factors, namely, state, society and individual, are comprehensively considered can we conduct a full- scale research on the U.S. foreign aid policy.
